California’s state budget crisis impacted IGCC significantly in 2022, with one third of its core budget unexpectedly eliminated by Sacramento. However, the institute proved its agility in the face of adversity, securing a $2.9 million award from the National Science Foundation to begin the Public Policy and Nuclear Threats (PPNT) program. This new initiative, designed to educate and train the next generation of nuclear strategists, would become one of IGCC’s longest running programs. In 2002, IGCC began recruiting fellows and planning the program’s first summer seminar in August 2003, the forerunner to the PPNT Boot Camp.

IGCC also moved forward on existing programs, holding its largest ever track 2 Middle East dialogue on arms control, and culminating a two-year project on globalization and governance with the release of a book by UC San Diego professors David Lake and Miles Kahler. In April, IGCC organized the Northeast Asia Cooperation Dialogue (NEACD) in Tokyo and the Defense Information Sharing meeting on Okinawa, which was followed by another NEACD meeting in October in Moscow, the first featuring North Korean representatives from the DPRK Institute for Disarmament and Peace.
