In 1999, IGCC went full speed ahead on its modernization for a world that was becoming increasingly digitized and globalized. Projects explored how global governance could adapt to these new realities, including through the forum of Asia-Pacific Economic Cooperation (APEC) and through online diplomacy.

The Northeast Asia Cooperation Dialogue convened for the ninth time in Beijing, and was complemented by Wired for Peace, a virtual counterpart, as well as another track 2 diplomatic effort in the Middle East focused on arms control. IGCC’s work program for 1999 also included initiatives to study the effects of climate change, how to minimize ethnic conflict and handle migration flows, and the role China’s provinces play a role in policymaking.

Finally, IGCC continued to grow as an institution, expanding its presence in its new Washington, D.C. office based out of the UC Washington Center, and began to revamp its image through a student competition to design a new logo.
