Patrick Hunnicutt is an Assistant Professor of Environmental Policy in Chapman University’s Environmental Science and Policy program. His research both investigates the political effects of these shortages and asks how we might design institutions that strengthen the government’s capacity to provide environmental goods and services. His dissertation focuses on different types of aid in Mali to highlight how service provision may unintentionally erode human security by challenging the structures of governance non-state actors establish during state failure.
