The world was rocked by the tragic events of September 11, and late 2001 was a period of soul searching for research institutions across the country. Upon reflection, IGCC decided that the institution’s peace mission was best served by doubling down on its core research strength, continuing engagement, and strengthening outreach and education efforts. 

Those research efforts included studies on how to reduce nuclear proliferation risks in the aftermath of 9/11 and understanding how to enact power sharing in ethnically divided societies beset by conflict. The Northeast Asian Cooperation Dialogue (NEACD) convened in Hawaii as the U.S. invasion of Afghanistan had commenced, and, in addition to focusing how the nations of Northeast Asia could cooperate on countering global terror. The new global security environment also initiated renewed efforts to secure founding NEACD member North Korea’s first appearance at the dialogue.
