Heidi Hardt

Heidi Hardt is an associate professor of political science at the University of California, Irvine. She is a 2023-24 grant recipient of IGCC’s Climate Change and Security grant. From 2021 to 2022, she was a Council on Foreign Relations International Affairs Fellow (CFR IAF TIRS). in the U.S. State Department (NATO Desk), U.S. Senate, and U.S. House of Representatives. Her research examines knowledge, effectiveness, change, and learning in international organizations, particularly NATO and the EU. She also has expertise in transatlantic security, European security, defense, and crisis management, military operations (e.g. Afghanistan), gender mainstreaming, the WPS agenda, and diplomacy. Hardt is the author of two books: NATO’s Lessons in Crisis: Institutional Memory in International Organization and Time to React: The Efficiency of International Organizations in Crisis Response (Oxford University Press, 2014). The NSF, Fulbright, NATO, and Carnegie have funded her research, and her scholarship appears in the Journal of Politics, European Journal of International Relations, Review of International Organizations, and other journals, books, and venues.
