Northeast Asia Cooperation Dialogue

The Northeast Asia Cooperation Dialogue (NEACD), a Track 1.5 forum of academics, policy experts, and military and foreign ministry officials from China, Japan, North Korea, Russia, South Korea, and the United States, has been meeting annually for the past 30 years. Founded in 1993, with the aim of reducing the risk of military conflict in the region and to lay the groundwork for an official multilateral process in Northeast Asia, NEACD is the only ongoing channel of informal communication among the six countries and the precedent for the Six Party Talks on the North Korea’s nuclear program that met between 2003 and 2009.
