China’s Science and Technology Ecosystem in Focus: Introducing the China Policy Document Navigator
Barry Naughton and Young Yang
China’s rapid rise as a global leader in science, technology, and innovation is reshaping the geopolitical landscape. The country’s push to achieve technological self-sufficiency, strengthen local innovation, and reduce reliance on foreign technology has intensified competition with the United States, with big implications for global markets, supply chains, and international collaboration in science and technology.
Despite its importance, the way in which China’s ambitions translate into practical action is not well understood. Beijing’s policy environment is increasingly opaque and its policy implementation process, complex and decentralized. To help fill the gap, IGCC and the China Data Lab at UC San Diego recently unveiled a new China Science, Technology, Innovation, and Industrial Policy Data Portal, which provides structured, high-quality data on China’s STI policies and key innovation actors.
