Strategic, Security, and Technological Dimensions of China’s Rise and the Implications for India

In April 2026, the University of California Institute on Global Conflict and Cooperation (IGCC), in partnership with the Observer Research Foundation (ORF), will conduct a two-day training program in New Delhi focused on the geo-strategic, national security, and technological dimensions of China’s rise as a global innovation and industrial power and the implications for India. The program is supported by the U.S. Department of State and will bring together a curated cohort of Indian participants from academia, think tanks, government-affiliated institutions, and defense and technology policy
communities.
Led by IGCC director Tai Ming Cheung, a professor at UC San Diego’s Global Policy and Strategy, the training will examine China’s evolving techno-security state, including the political and institutional foundations of Chinese military power, the structure of China’s science and technology ecosystem, military-civil fusion (MCF), defense industrial development, strategic competition, and the implications of U.S.–China technological rivalry for India. Sessions will combine lecture-based instruction with extensive participant discussion and roundtable engagement.
