Strategy and Deterrence

Deterrence was the backbone of U.S. defense strategy for decades, but the rapidly evolving international security landscape is challenging the traditional context for deterrence. The U.S. today faces a wide array of potential adversaries whose challenges go beyond the traditional security sphere, to include cyber warfare, competition in space, hybrid conflicts, and an acceleration of traditional threats like terrorism, state aggression and pandemic disease. IGCC’s work in this area includes theoretical, empirical, and field research on terrorism, insurgencies, governance, and development and is led by Research Director Eli Berman.
